Details

Initial installation and subsequent changing of the locale does not change the locale in icedove resulting in wrong times on messages.

It seems general.useragent.locale in icedove advanced config remains set at en-US

The original time problem has been traced to an incorrect localtime file.

running tzconfig fixed it.

It is possible that the installer is not calling tzconfig as the date/time of /etc/localtime was the installation date. /etc/timezone was installed correctly.

The date/time applet also showed the correct timezone.
